Helps keep track of an ongoing tip war.
Also highlights the current (present) top tipper.
If "Restrict tip options to ballot" is enabled, tippers will be presented with a choice of either ballot when they tip.

Model Commands:

/stats - Prints the starting tips, tips received, and total tips for each ballot.
